From Extropia

Wings over the World will be a leisure/role-play installation on the inland continent of Extropia, designed largely to fulfil its founders' whimsy. It will be a recreation of the Flying Legion base from Sky Captain and the World of Tomorrow, in homage to the film's themes, and also will be a practical solution to the area's lack of airport runways. Whether or not an actual flying legion will be formed here is down to community initiative.
